An even 'quicker' way is simply to install ANY src rpm.  For instance
download and install Charlie's e-smith-skel-0.2-1.src.rpm and you will find
everything ready_to_go under the RedHat default rpm structure:

[root@mailrelay SOURCES]# ll /usr/src/redhat
total 20
drwxr-xr-x 3 root root 4096 Dec 22 18:04 BUILD
drwxr-xr-x 8 root root 4096 Dec 19 19:12 RPMS
drwxr-xr-x 4 root root 4096 Dec 23 08:37 SOURCES
drwxr-xr-x 2 root root 4096 Dec 23 08:37 SPECS
drwxr-xr-x 2 root root 4096 Dec 22 18:04 SRPMS

[root@mailrelay SOURCES]# ll /usr/src/redhat/SOURCES
-rw-rw-r-- 1 root root 8033 Jan  6  2001 e-smith-skel-0.2.tar.gz
