The "as time permits" is the difficult part. The development team has a number of pressures on our schedule, which means that things we would like to incorporate sometimes take longer than we would like. 5.5 was a major effort with I18N and 5.6 is focused on the 2.4 kernel conversion - these are tasks that we have basically had to do ourselves. Even polished contribs take time to integrate, test and document and that's all part of building a release. We are hoping to free more time for new feature development after these two major hurdles are out of the way.
