As you do, a central "area" is much better than a dispersed bunch of sites. At the same time, the current system is not easy enough. Maybem known contributers should have some kind of "control" for their area. At the same time, a common desciptive index is a must. At the same time, we could impose some kind of minimum standards. "Great, you have spent some time developing this, but we cant host it unless you make this little html file describing the package, howto use it, etc etc".
