Since this IS still beta, and having everyone upgrade to 513 would speed up
bugfixing/over-all development, why not make build 513 into pre2 or 3.  Then
announce to everyone on all the lists and the website that 0.5 will NOT be
backwards compatible to (0.4 before 513) when it comes out.  Be sure to give
everyone at least a week to make the move before its mandatory...

The key is to tell people AHEAD of time, a thing this project seems to have
difficulty with...
