The reason most often given is that several of the developers use an email client where this isn't necessary and in fact is discouraged (i.e. Mutt).
I've never heard anyone connect Mutt with bad etiquette, but that's a lousy argument if they do. If this were really a feature of Mutt, it would follow etiquette and not leave excessive quoting in the reply.
