DHCP is the protocol by which IP addresses are typically assigned to cable and DSL clients. Depending on the IP encapsulation used and how much access the user has to the cable/DSL modem settings it can be pretty easy to persuade your provider's DHCP server to give you a new IP address. With some modems you could probably even automate the process as you could write a script to connect to the modem's console over the LAN and issue the neccessary commands.
