Assuming your measures are accurate : 10 BACKED OFF peers, 2 where data is unaviable => 8 remaining 2 of them have a "low level" ping >500ms <= the backoff is justified for sure => 6 remaining Then, please increase the loglevel (set it to MINOR) and see how big is the high level ping. Give us some details on your physical connection (the bandwidth the ISP advertizes), and your bandwidth limit in freenet.ini plus the total number of peers.
