I have recently recieved some comments that people are feeling that
things have stalled with respect to implementing new stuff, primarily
due to people not being sure whether they have permission to make
significant changes.

As I see it, the following are ripe for implementation now and all that
is needed is for someone to take responsibility for them:

Inter-node encryption

Local data encrpytion using the plaintext keys

A keytype mechanism to allow use of CHKs and SVKs

Taking size into account in the datastore (I posted a recent proposal
for this which several people made useful suggestions for)

As soon as we have a good idea of how to go-about searching we can
implement that too,  but it seems that it requires further discussion.

Generally speaking if you have an idea for a significant change - the
procedure should be as-follows:
 - Post a proposal to the list
 - Take people's suggestions into account
 - If, after a couple of days peer-review nobody has a major objection
email me for a       go-ahead

Please remember that while I do read most of what is posted to the
lists, I can't read everything (although I wish I had time to), so if
