Does it actually matter?

The data is one stream of bytes, then it is decrypted. Something comes
first. If all the data contains is a reference to one or several other
pieces or data that is in there will be a field saying that.

Now we can have the fun discussion:

a: This has only metadata and no data
b: No this has only a short piece of data and no metadata
a: No, it has only metadata
b: does not
a: does too!
b: does not!
o: Who gives a flying fuck what we call it?
