I don't see any reason to hold off on releasing the command-line 
version.  If anything, the client authors will be able to work 
with 0.3 code, as opposed to 0.2 code and a set of 0.3 specs.  

Given that the code hasn't been tested much yet, it may even be 
preferable that 0.3 can only be used by those who can handle the 
rigors of a command line.  It may not improve the quality of the 
bug reports by much, but it might at least reduce the number of 
people running into trouble.
