I agree, of course we should only release versions when they are stable,
but we must also acknowledge that a development version (and this is
true for freenet more than most software projects) can only really be
tested by being downloaded and used by a reasonable number of people -
without such testing it will remain a development version forever!

This means that we need to think about how we can achieve both aims. 
One option would be to have essentially two separate Freenets (each
using a different inform.php script).
