I just checked in support for displaying inbound contact counts by originating host. Hopefully this will help us get to the bottom of why the network is so congested.
To enable it set logInboundContacts=true in your freenet.conf / freenet.ini. I was surprised by how many different nodes there were (129 logged over 5 hours on my public node). Also, it seems like only a few nodes were making most of the connections.
