I think your proposal is mostly nice. It looks nice. However,

This is unacceptable and people need to finally realize this. a KSK is a
freeform string. You can't put limitations on its content. Any URI
proposal has to allow for KSKs to include any arbitrary string. I'm sure
you can come up with a URI syntax which allows for this and is still nice.
