Because it:
1) encourages and actively gets people sending their reference to
others, or at least thinking about it, instead of just ignoring an
option in a menu they might not see ever
2) doesn't require shutting down the node to accomplish
and 
3) only has to be done once per install, and you definitely want to
replace it when you re-install, so forcing the user to do it each
install will make sure they're not giving out bad references.

I guess I just don't see the elegance of using it in FCP.  Can you give
an example of when it'd be really useful to have it as FCP?
