that ogg plays fine for me on ogg123 v1.0, xmms v1.2.7 with ogg plugin
v1.2.7, and mp3blaster v3.1.1.

Therefore, it's an issue with your ogg playing software, nonetheless, I
need to *at least* work out why this is happening and document it.

Double speed I would understand (it's a 22050hz stream, and some audio
cards don't play that rate.  It's also mono, so a broken ogg decoder could
play alternate bytes in each channel.).  Quadruple I would also
understand, as a combination of both of the above.

Triple speed makes absolutely no sense.  You said that this also happened
in ogg123 last time... can you tell me which version of ogg123 you are
running?  oggenc v0.9 won't encode using managed bitrate, which streaming
requires, so I'm wondering if this is related.  But given that you are on
redhat 8, I highly doubt that you have an old ogg decoder, not to metnion
that according to the fine manual, this shouldn't be an issue with the
decoder, which leaves me completly stumped.
