Yes it will. RC3 (alias OggEnc v0.9) was the first version of Vorbis shipped with the managed bitrate engine. Of course the engine in 1.0 is much better. The syntax was different, though -- there was no "--managed" switch in RC3. You had to use "-b 64 -M 64" or similar. For further details, I'd have to refer you to the Vorbis mailing lists.
