I am curious as to the current status of the Windows Installer, and 
whether there are any outstanding TODOs (along with whether anyone is 
willing to take care of them).

In my view, they are (in order of importance):

* Support automatic IP address detection in config utility
* Get rid of dialog boxes in installer (replace with radio buttons)
* Provide an option to download and install unstable .jar
