Somewhat centralized. For bootstrapping only. The "extremely" comes from
the fact that that 99.9% of our users bootstrap by downloading seednodes
from hawk. GWebCache would NOT SOLVE THIS PROBLEM, because an attacker
could almost as easily find all bootstrap nodes through the GWebCache's 
as through centralized seednodes.

Hawk generates 300 nodes, the node randomly picks 50 of them.

I am opposed to this GWebCache crap because, firstly, it would be easier
and cleaner to do it in the node/dist servlet, secondly, it's dangerous
- if even 1% of the network exports their routing table, that's HALF THE
NETWORK compromized instantly.
