We've always used the GPL, although we did have accidentally the wrong license (the LGPL) in the COPYING file. As far as I know we've never explicitly specified GPL 2+ as opposed to GPL 2; Linus believes that the default is 2-only; it would be very helpful to us if we could honestly say that it is 2+, as that would smooth over issues with incorporating for example ASL2 code (the Commons Compress library in particular).
