IE7 is only offered for >=XPSP2. So that's everybody under that, or
anybody without automatic updates, or people who are just too foolish to
install updates.
I'd say, do like a lot of other sites do - drop IE6 with a note along
the lines of 'if you're using an old browser, you need to
upgrade/replace it to see the site properly'
