I think that would be problematic, since it would basically encourage
people to congregate and exchange references promiscuously as they did
on the #freenet-refs IRC channel prior to implementation of opennet.
Such a thing has no security benefits relative to opennet, and has a
number of disadvantages relative to network topology.

Perhaps, I guess we should probably trust users not to be idiots,
since if they are idiots they are only really hurting themselves.
