A quick test using two Freenet instances accessed from Firefox on 
separate ports of 127.0.0.1 (SSH tunnels to both (127.0.0.1:58881 and 
127.0.0.1:58882) suggests it's at least per IP:port pair with Firefox 
2.0.0.13 on 32 bit x86 Linux.  It may or may not be per hostname:port pair.

I "overloaded" the connections to 127.0.0.1:58882 and then was able to 
load an FProxy stats page from 127.0.0.1:58881 normally.
