Looks reasonable to me.
Criticisms:
- Degrades very badly with increasing font size. Try ctrl-+/ctrl-- in firefox 
to see what I mean.
- Show alerts, but not seclevels. IMHO seclevels are important. They're also 
fairly straightforward to display - all we need is 3 small color-and-word 
boxes, maybe next to the banner. 
- Combining seclevels with the alerts bar wouldn't make much sense, as it 
doesn't show if there aren't any alerts.
- Is this what "Whatever: Ok" is about? Green on white isn't very readable.
- Showing some of the alerts' detail with the alerts box may make sense, 
modulo accessibility (font scaling) concerns.
- The bookmarks are rather small.
- I agree with having a gap above and below the search box, but at the moment 
it's enormous.

Anyone else got any comments?
