If you ask me, you should stop even before. Many progress bars are slow 
near the end and it always looks like the last % is the slowest one.

Firefox stopped this behaviour lately, when it drops below a certain 
amount of time it just says: "only a few seconds left" ... which is not 
as frustrating as staying at 0 seconds left for 2 minutes.
