You are proposing to implement a system tray icon for Windows? We already have 
one for Mac, so it may make sense simply to ship system specific tray icons, to 
minimise overheads (maybe a few megs for a good native applet, and it could 
start/stop Freenet as well as pausing it ...). One cross platform applet is not 
going to happen, because until very recently Mac doesn't support the java 
system tray API.

Now we just need somebody to implement a nice Linux system tray icon for 
Freenet. Any takers? C for x86 would be fine, but Python or something similar 
for wider support might be better?
