Not especially helpful. Unfortunately I'm traveling at the moment, would
anyone like to volunteer to research this further and perhaps submit a
proposal (I can sign it if necessary).

Ian.

Subject: Freenet

Dear Mr. Dean,

I read with interest about DARPA's "SAFER" program in an article by John
Keller in Military & Aerospace.

I am the coordinator of Freenet, a 10 year open source project to create
software which allows the free distribution of information on the Internet,
you can read more at http://freenetproject.org/.

Since we have been working on this problem for quite some time now, it seems
like we may be able to help, however we are unfamiliar with the process of
applying for this kind of program.

Do you think this would be a good opportunity for cooperation?

Kind regards,

Ian.
