There's few things that are incompatible with at least the current freenet:

"...the SAFER program seeks solutions that enable anonymous and resilient
access to existing websites and media..."

"...a demonstration prototype within 6 months involving 10 nodes that can be
used to support a lightweight instant messaging application..."
