The overall layout looks very good. It appears that this design uses tables for layout. There is a large style sheet, but it doesn't appear to include element positioning. We would need to convert to XHTML and CSS2 (if that is one of the goals). Maybe start with one of the oswd choices and rework to match this layout/skin.
I like the tabs on http://www.oswd.org/design/preview/id/2425, especially since they are editable text and not graphics; http://www.oswd.org/design/preview/id/1165 would also be a good starting point.
