You're quite right, this won't work with 'cvs diff...' -- cvs expects 
you to add files with 'cvs add...' rather then submit a patch to
someone else...

No, you need write access -- otherwise you can't upload the files to the
CVS server.  You're free to add files to your own working directory as
much as you like, but you can't commit them into the source tree without
write access.
