Between Macromedia Freehand and Mayura I can export is as
ai,eps,freehand,wmf,svg and ps
Of these svg seems the most likely, but the thought of hand editing the
files to dia format seems like more effort than just recreating them in the
first place.
I can also open the images in M$ Word, although I'm not sure if that's any
help.

If EMF is the same as the windows enhanced metafile format, you should be
able to read it with most windows graphics programs (I don't know if there
is any linux programs that can do so). If it is some other format, then I
don't know if it is usable.
To create a dia shape file, it may be easiest to find a way to convert EMF
files to SVG (Corel Draw may be able to do this), and then hand edit them
to create a shape file.
