That makes a DDOC_SECTION. The default macro is

DDOC_SECTION_H = $(B $0)$(BR)
DDOC_SECTION   = $0$(BR)$(BR)

But if these macros were better, it could be a <header><hx>$0</hx></header> where the x is the right level.

I might spend a day revamping these macros eventually, the default ones are so bad, they make poor html and hide some of ddoc's own features.
