Because it was/is a work-in-progress when they first got interested in it, and it was also advertised as a replacement for C and C++. Both. Some use D, but not the GC after initialization. Some wanted to use D (in production), but has put that on hold and are just waiting to see where it is heading. Some gave up on D for low level programming and turned to other languages.

So yes and no. ;-)
