While the Pactor 2 and 3 modes are preferred for use with Winlink 2000,
this is to reduce transmission time on the HF link. Since you are held
to a time limit of 30 minutes per 24 hour period, the use of the Pactor
1 mode may not be enough time for what you want to send. In fact, some
of the PMBO's no longer even permit Pactor 1 connections to their system
since the system can not handle the levels of traffic from casual users
if everyone used P1. There aren't that many connection in the privately
controlled system.

While some individuals or groups involved in emergency communications
may include Winlink 2000 in their plans, the system lends itself mostly
for casual use such as RVing, sailing, etc. 1.

When emergency situations develope, the Winlink 2000 system will remove
the time restraints for some of the emergency stations, so P1 is a
viable mode. But the fact is that almost no one is using Pactor anymore
for other uses and most of us will not buy expensive equipment for a use
that may never be needed and which may not even work under emergency
conditions. A much better route to take is satellite links and that
seems to be the direction a number are moving toward. This allows you to
link with digital voice connects through VoIP connections to repeaters,
etc.

For those who have used Amtor, Pactor, and now the digital sound card
modes, when the going gets difficult, Olivia, MFSK16, can actually
outperform the first two. What we still need are some really robust ARQ
modes using pipelined programming such as SCAMP so that the overhead of
the ARQ has almost no effect on the throughput and yet allows us to use
modes that really work through the noise and ionospheric conditions and
insure that we have perfect copy on the receiving end.

If Linux became more popular, it might be possible to see more PSKmail
connections that use ARQ PSK63, but I don't see that happening any time
soon. Even though very slow, it is dramatically narrower than the Pactor
modes and would cause much less interference to other hams.
