The software doesn't need to "decode" anything. The presence of a 
coherent signal means the frequency is busy. In this context, 
"coherent" means any non-white noise, repeating signal, including 
those that change frequencies within the channel.

Coherent signal detected = no transmit.

No jailhouse lawyers, please. We all know what the above means in the 
real world.
