It depends upon which specific Rascal model as there are several. Some 
will provide a USB connection to the computer for PTT and an audio 
interface. They do not appear to have the CI-V control so you would need 
additional hardware and another COM port for that if you wish to have 
more advanced computer control.

Personally, I would prefer to control the PTT via the CI-V rather than a 
separate control, but I have heard that some ICOM rigs (e.g., 706) may 
not permit PTT via the CI-V as does 756 Pro series ICOMs. Perhaps some 
others more knowledgeable can comment.
