Jose you have correctly identified a major problem.

In defense of major companies and governments, generally their ISPs are owned 
by themselves or contracted out for 24X7X365 detailed service.

Hummmm, what if you have an Internet problem and no phone service?  

Is you Internet service POTS, DSL, cable broadband, satellite?  A hurricane can 
take out POTS, DSL, cable broadband service. It can even destroy satellite 
dishes but that service might be the first once to come back on-line.

Perhaps this is one of the main factors of low reliability
of ISP nowdays. They have reduced operations personnel and
they have eliminated evening shifts, just to save money.
If some propblem occurs between local Friday night and Sunday
evening, there is a good chance that the problem persists
until Monday morning. The worst problems are those related
to the nameserver followed by mail server and router crashes.
