What, please, do BPL and P3 have in common?
(Other than frequent and well-founded complaints
about QRMing other spectrum users?)

P3 is a mode that is best utilized on dedicated
spectrum vs multi-mode shared spectrum.  It is
more suitable to commercial, public service, and
maritime communications and there is tons of
spectrum assigned to those services.  It does not
play well with others.
