As college IT employees, we tended to try to keep the older Operatiing
Systems as long as possible.  After all, we had them all worked-out, knew
their idiosyncrasies, and were somewhat in control of them.  Throwing a new
OS at us, with a change of hundreds of computers just was a no-no.  At a
point, about 2 years ago, we still had  NT, W2000Pro, and XPPro running on
numerous machines- and even had a few W98 systems left on particular nursing
controls.  When you order, in those amounts, you can get the manufacturers
to pre-load whatever OS you want, and don't have to go with the latest and
greatest.  On the other hand, we had to continually order the newest OS
systems, in order to place them in classrooms where computer education was
being taught.  After all  students want the latest and greatest, because
that is what their employers will want them to know when they graduate.
Many of those machines had two selectable operations systems installed,
along with one or two separate Office systems.  It becomes a real mess,
trying to keep up with that, plus continually add specific programs every
semester, as selected by instructors.

Schools typically will replace all computers on a three year rotating basis,
so we are always turning in computers to the state surplus warehouses.  That
is a good place to look for used computers, but sadly many of them are sold
by the pound, to resellers.  Thats the used computers you see at hamfest
dealers, etc.  Typically those also have the OS erased, as the whole hard
drive is reformated, to insure you dont get any information off of it, as to
the Presidents or the security guards salaries.  So the reseller has put on
"last years" OS - which still isnt a bad deal.  I had two of those sitting
here at the radio desk, until I built the two I am now using about 18 months
ago.
