Certain US territories in the Pacific, located in region 3 certainly can.
Hawaii and Alaska are both in region 2, as is KP4 and must operate under
regular FCC/ITU  rules.  The ARRL actually does represent these American
islands in the Pacific, and attends and votes in region 3 meetings, and FCC
licensees in those areas may operate per the ITU region 3 plan.
