I smell a conspiracy here.  Someone at the FCC being paid off by
Kellogg's in order to increase their market share in a dwindling
market for legacy serial?  Are General Mills and Post going to
support USB, or is curtains for them?  And how long can Kellogg's
get by with this, even being propped up by the government?

(Have you ever noticed that the conspiracy theories all seem to
come from the same people?  I'd bet there's something to that...)
