Here is an update:

I installed SDR# and the RTL-SDR is recognized from the SDRSharp
application.
HOWEVER, the installed GNURADIO does not recognize the dongle, even after
installing the rtl-sdr drivers manually.

Anyone who may have made this work with the specific binary installation
please let me know.
