I strongly feel that the new gTLDs will be categorized into 2 main
categories :-
(a) Unsponsored, Unrestricted gTLDs (similar to .COM/.NET/.ORG)
These new gTLDS will be shared thru a common SRS via the
NSI Registry Registrar Protocol (RRP). The new gTLD registries
will have to develop an SRS based on the NSI RRP specs published by
the IETF is at :-

Also, bear in mind the new gTLD registry will have to get into an
agreement with ICANN, similar to the NSI/ICANN Registry Agreement.
So, if Tucows wants .web, it will have to sign the Tucows/ICANN
Registry Agreement.

(b) Sponsored, Restricted gTLDS (similar to the ccTLD concept)
This type of gTLD is different from (a) which I explained
above. This kind of gTLD is based on the ccTLD concept. By now, you
should be aware the 100% of the ccTLD are sponsored (by the country's
governments). Its also a single-registrar model, and not a shared,
multiple registrar model.
I am quite sure that most of the new gTLD registries, ie. IOD, Tucows,
etc will go for Unsponsored, Unrestricted gTLDs, however, they MAY have
to operate in a similar fasion to .com/.net/.org, ie. SRS, RRP.
