Yes, the RACE encoded equivalent (bq--blahblah.com) will be registered as a
plain ASCII name at the current NSI registry and will ONLY resolve if
someone type in bq--blahblah.com in their browser.

UTF-8 encoded names will be registered at the Multilingual Testbed registry
and will work if/when VRSN completes the test bed phases.
