Here's the official answer from NSI, which seems to differ from my
suspiscions:
"Dear Ken,
Thank you for contacting VeriSign Global Registry Services.
When a registration is submitted through a properly developed multilingual
client for IDNs, information is included that identifies that registration
as a valid multilingual registration. When ASCII only is entered, although
the RACE itself may be accurate, this information is not included and will
not be permitted into the testbed."
