Err, not really. This is just a call by Congress for the Commerce
Department to put it on hold while the DoC reviews it.
It's unlikely to actually result in anything, however.
But on a positive note, the DNSO GA and Names Council issued their
report, and definitively indicated that the ICANN BoD should reject
the new agreement in favor of the old.
On the Names Council, only the Intellection Property Constituency (who
want to see .org forcibly made a non-profit only TLD, and this gives
them the means to do it) and the ccTLD constituency (who was focusing
that under the new agreement NSI would pay more of ICANN's expenses,
thus theoretically reducing the ccTLD's share) Names Council reps
supported the new contract. Well, of course, Verisign/NSI's NC rep
voted for the new agreement also.
