While it may be sneaky, I don't see anything illegal about it.
It's been a while since I read the RSP agreements, but I don't recall
anything in the contract that would specifically prohibit an RSP doing
something like this.
They are promoting a transfer as a renewal, something that MANY RSPs
on this list do, the only difference is that this company is doing it
via direct mail.
