Should be, but it's not been implemented yet in all areas. And in the ones
it has, every has found a was they "think" will keep them out of trouble
such as "This is a one time mailing" although they continue coming, just
different offers and the change the tracing info...  Or they have
"non-working" remove functions and say "This function was or is guaranteed
to be working at the time the mailing went out" (but not after ;)
