Bill is correct... Since VeriSign isn't a "thick" registry (I mean that in the sense that the registry does not contain contact information, only the registrar does) that's a registrar specific rule.
However, "thick" registries (and I mean that only in the sense that full whois information is contained and managed at the registry level) such as .info and .biz impose these rules. Still awaiting a response.
