FWIW, this is being addressed and currently fixed (it's in development) and
should be released late Q3/early Q4

Our problem is that we don't find it difficult charging one off... it's when
we get hundreds of requests.  The administrivia far outweigh any benefit we
get from charging for the domain, which makes us reluctant to handle this.

This policy will be removed when our systems are updated.
