It says that non-response for 15 days is a basis for cancellation -- I don't think that anyone is going to be deleting the name on the 16th day. If (like expired names) the domain goes "on hold" on the 16th day (or later) pending deletion in 40 days if the situation does not change, I would find this acceptable.
